STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Transactions
2. Choose Document type Credit Memo or Invoice
3. Choose Business Unit in LOV
4. Complete button disappears

The issue has the following business impact:
Due to this issue, users cannot complete a Credit Memo or Transaction
