Campaign Creation Summary Panel Shows Inaccurate Number of Roles Compared to what is in OIG (Doc ID 2891371.1)

Goal

The Oracle Access Governance (OAG) Summary Panel counters shows a different number of Roles available when creating a campaign. the number of Roles in Oracle Identity Governance (OIG) is much greater than the number shown in the Summary Panel counters, why is that?

For example, OIG can have the following many roles like in this example, 4084:

Now after Data Loading, OAG could only show a total of 51 Roles:
