Cursor Jumps Around When Paste Text or URLs into Compose Message on Service Requests If '#' Symbol Included
When composing a Service Request message, paste text into the message ( URL and or text), sometimes the cursor behaves oddly. The page will automatically remove spacing between paragraphs that were pasted or the cursor jumps to the end of the page instead of where the user is typing. Why could cause this behavior?

Expect the text or URL copied into messages to properly save and remain formatted
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a service request
2. compose a message
3. paste text/URLs into the message. appears to happen if there is a '#' in the text
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are having difficulty entering text into SR messages.
