Goal

How to provide HR users "View only" access to their own record but "Edit" access to other employees records?

A user with HR role is able to search and make changes to their own profile.
Ideally, he/she should be able to make changes for others profile but not for their own record.
How to make their own profile to remain read only for them while they can make changes for others?
