Symptoms
ACTUAL BEHAVIOR
---------------
The Payroll Register Report displays the School Withheld tax deductions both on "Balances Summary" and "Balances by PSU and TRU Summary" sections but does not display on the "Balance Details for a Person" under Employee tax deduction.
EXPECTED BEHAVIOR

The Payroll Register Report should display the School Withheld tax in balance details for an employee.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups - Payroll - Submit a flow.
2. Run the Payroll Register Report in details mode - see incomplete data.
