ApprovePlanVersion Workflow Rule not triggered after 22A and 22B when the Budget is submitted.


The issue can be reproduced at will with the following steps:
1. Navigate to Project Financial
2. Search Project
3. Click Manage Budget Version
4. Add Budget, inform values
5. Save and Continue
6. Create Baseline
