OCI Compute - Windows Console Connection Fails: FATAL ERROR: Network error: Connection refused (Doc ID 2893894.1)

Symptoms

Configuring a console connection on a Windows instance to remotely troubleshoot instance access issues or recover from a lost key or password or fix or enable anything on the Windows VM instance can fail with the following error when executing the VNC connection command line on Windows PowerShell: 

This error can be misleading sometimes and is not necessarily related to a network configuration problem. If the required Private and Public keys are wrong, invalid, or generated incorrectly then it will throw this error. Trying reconfiguring Console Connection multiple times, downloading the private and public keys, and using either serial console connection for Windows or VNC connection for Windows, fails with the same fatal error.
