Like Item Override Not Working Using RPAS_TODAY In The Past

Goal
New item user override seems to use current date and not RPAS_TODAY.
Steps to reproduce:
Using RPAS_TODAY=20190301
1. In new item management workbook > manage view, update the Substitute Method to like item
2. Pick an existing item from the user selected like item list
3. Run Approve New items custom menu
The system fails to update the approved like item with user selected like item and it returns the following message in Workflow Message measure "New Item Start Date Not Set".
