Partition Adhoc Job Does Not Fail When Error Occurs (Doc ID 2895403.1)

Symptoms

When an error occurs within a child process of CREATE_PARTITION_EXECUTION_JOB, it allows the job to complete successfully in
POM.  Our customers have no indication of any problems and think it worked when it fact, it did not.  For example, this error doesn't cause the job to fail:
