Pre-Tax deduction should be taken from process separately Gross Up element.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups -> Payroll -> Submit a Flow
2. Select LDG -> Calculate Payroll
3. Pre-Tax deduction is not deducted from process separately SOE (related to Gross Up Element)
