Fusion Benefits - Why is the Document of Record Visible in all Court Orders? (Doc ID 2896649.1)

Goal

When customer creates multiple court orders for a participant, all the Document records added are available in all the court order. These DORs are not linked to a specific court order.
Why isn't the DOR available only in the linked court order?
