Problem Description:

When attempting to perform 'Move to HR' the following error occurs.

ERROR

You can't select this position because it doesn't have an open headcount.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Home >
2. My Client Groups >
3. Hiring >
4. Select Job Requisition >
5. Select Job Application >
6. Actions >
7. Move to HR

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot move candidates from ORC to HCM
