When attempting to create a new application using excel or CSV file, APEX stops responding.
EXPECTED BEHAVIOR

When attempting to create a new application using excel or CSV file, APEX should create the application without delay.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to App Builder.
2. Create Application
3. Click "From a File"
4. Click "Choose File" and select file.
5. Click "Load Data".
6. Click "Save Changes".
7. Nothing happens.
