Tender XML Is Not Correct When The First Pickup And Last Dropoff Stop Are Same (Doc ID 2897380.1)

Symptoms

You notice that Tender the XML is not correct when first and last dropoff stop are same.

The ReleaseonStop XML element on ShipmentStop XML repeats for all the order releases in cases for both pickup and drop stop instead of respective order releases catered in respective stops.

This is causing tender details to be displayed incorrectly as multiple records are seen in Tender Email sent to carrier.
