VBS: Unable To Create Application Extension Project In VB Studio "Selected Instance is Unreachable". How to create Application Extension Project. (Doc ID 2897709.1)

Symptoms

When trying to create an application extension project and trying to set the Application Development Instance to "Oracle Application Cloud (Fusion)" we are are getting:
"Selected instance is unreachable. Please select another instance or try again later"

Access test pod as application admin user
From navigator, please select configuration>visual builder studio – a new tab will open with VB studio instance for more information please check Doc ID 2786902.1

In Organization>project tab click create

In Project Details populate the name and set the security option to shared and click next

In project template stop choose application extension and click next

From the Oracle Cloud Applications Development instance dropdown choose Oracle Applications Cloud (fusion)

Once that is selected you should be able to select HR Help Desk form the base application drop down and click finish

Using empty project template: As Mentioned in the Doc ID 2785043.1

In Organization>project tab click create

In Project Details populate the name and set the security option to shared and click next

Select empty project template and click next

Keep wiki markup as markdown and click finish

Once new project is created the project home page will open, in environment section please select + create environment.

Provide environment name and click create

In service instance tab click add instance

From instance types select oracle cloud application, authentication method identity leave as identity domain and select the instance

The environment status remains as un-authorized

Tried adding instance by credentials
From instance types select oracle cloud application, authentication method application credentials provide the base url, instance name is populated, type in the username and password and click add

The environment status remains unauthorized
