Country Code Entered By User Was Ignored During Trade Agreement Qualification

Symptoms
Country code field autocomplete does not work when setting the Database property to use 2 digits country code, but it does work when setting the Database property to use 3 digits country code.
01. Set the Database Property to Country Code 2 Character Code
02. Search for a GTM Item > actions > Qualify for Trade Agreement > Enter the following
Trade Agreement = NAFTA
Country of Import = US
Notice that GTM does not pop up the country code.
But this works if you set the Database Property to Country Code 3 Character Code
