XItem Subscriber Fails With UOM_NOT_EXISTS Error (Doc ID 2897827.1)

Symptoms

XItem Subscriber fails with UOM_NOT_EXISTS error even though all UOM used in the message is EA.

Steps :
1) Make sure LANG set to 4 ( SYSTEM_CONFIG_OPTIONS.DATA_INTEGRATION_LANG =4;
2) Verify UOM_CLASS_TL exist for lang =4
3) subscribe XITEM with Cost_UOM as 'EA'
4) See message fails with error :
ORA-20001: Unit of measure does not exist.Field:
,ITEM:XXX,SUPPLIER:XXX,COUNTRY:XX returned by program unit
CORESVC_ITEM.PROCESS_ISC.XXX
