Goal

 After configuring a communication rule and testing it in the Test environment we migrated it to the Production environment.  The rule migrated over but there are duplicated criteria lines.  For example, we see two lines for Fees Balance Due.  While this can be manually corrected, we want to know why this did not get migrated correctly
