Symptom 1 - OCI Management Agent in Silent Mode Within OCI Console. OCI Management Agent cloud agent keeps stopping or getting stuck without collecting/transferring data.

Symptom 2 - Sometime in the console shows up/running but doesn't collect any data

When issue happens, we see following in mgmt_agent_client.log
