ACTUAL BEHAVIOR

Seeded Payslip is not populating NI employee values for NI categories F and V. The NI values are displayed for other NI categories
EXPECTED BEHAVIOR

Payroll archive to contain balances for these NI categories
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Calculate payroll run
2. Run prepayment
3. Run BACS or Cheque process
4. Run payroll archive and generate payslip processes
5. Notice that Archive Payroll Result is not archiving NI related results for employees on NI category V and F
