Symptoms

 1st PO - PO is getting created in INCOMPLETE status with Budget Error:
Invalid account on line, budget account cannot be created.


STEPS TO REPRODUCE

1. 1st PO - PO is getting created in INCOMPLETE status with Budget Error:
Invalid account on line, budget account cannot be created
2. Open the PO I will Funds check Manually
Fund check is passed
3. Submit the PO for Approval manually
4. 2nd PO - Its getting created funds check as passed and status as approve


The customer is using OIC integration for import POs.
