Duplicate Transfer Orders Created Through Supply Chain Orchestration After 22C Upgrade

Symptoms
22C customers, in cohort A and cohort B, who took CWB of Aug 26th (GSI_REL13.2207-20220826) or later are seeing a sporadic behavior of duplicate supply orders being created from a single supply request, made from SCO's supplyRequest REST service, causing excess supply to be created, via duplicate transfer orders.
We have identified a pattern where this behavior occurs. The following 3 factors, all together, will cause the regression:
1. Customers should have taken the CWB of Aug 26 or later, in 22C.
2. Customers reuse their values for the Interface Batch number
3. A race condition should be created, by customers calling the Rest service in rapid succession (E.g. multiple calls in a minute or more, up to say 5 minutes, depending on pod sizes)
