PBCS: Members that are Not a Part of Valid Intersections are Displayed in a Form's Member Selector Drop Down

Symptoms
Users are seeing a problem with one specific valid intersection, members are not supposed to be displayed in the drop down list based on the member selection from another dimension.
According to the valid intersection definition, members from the 2nd dimension should only be displayed when a valid member is selected from the 1st dimension but in this case the members that are not supposed to be in the drop down are listed.
