Next Gen Help Desk Manager not able to see 'HR Help Desk Queues' quick action under Help Desk

EXPECTED BEHAVIOR

They should be able to see that quick action

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to NextGen HRHD
2. Navigate to Quick Action links
3. HR HelpDesk Queue is not visible

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the quick action link.
