GL Journal Approval BPM Rule Not Showing A Notification (Doc ID 2898661.1)

Symptoms

OLD Behaviour:
A. Prior to 22C - The Journals which were created and did not have attachments were being notified to the requester/Creator of the Journal as soon as Posting was triggered, The workflow will end in ERROR hence the user can upload an attachment.

New Behaviour:

B. Post to 22C - The Journals which were created and did not have attachments were not being notified to the requester/Creator of the Journal as soon as Posting was triggered, The workflow will be stuck in "Sent for Approval"  and now neither the user nor the supervisor can find this journals in BPM and can't upload an attachment as well.
