APEX Installation Fails With ORA-39705: Component 'APEX' Not Found In Registry (Doc ID 2898690.1)

Symptoms

On : 21.2 version, Administration

When attempting to install APEX,
the following error occurs.

ORA-06512: at line 7

STEPS

The issue can be reproduced at will with the following steps:
1. Install APEX 21.2.
