CIPVSPCI Using D1_DVC To Resolve FK Instead Of DK_DVC (Doc ID 2898695.1)

Goal

We have Service Point Characteristics that FK reference to the D1_DVC table.
When running the CIPVSPCI job to convert these from staging to production,
the job errors out. Looking at the STDOUT, the SQL statement being used is
trying to resolve the FK Reference to the CX_ID column from the DK_DVC table,
but the FROM clause of the query is referencing the D1_DVC table instead.

Steps to reproduce:
1.  Create a SP Characteristic Type that references the Device table Import SP Characteristic records into staging containing this characteristic type
2.  Run the CIPVSPCI job to convert those SP Chars to production
