Fusion Benefits: Manage Document Of Records Auto Approving For Benefits Document Uploaded From ESS Pending Actions (Doc ID 2898980.1)

Customer has discovered that Manage Document Of Records is "auto-approving" for benefits documents uploaded in Benefits ESS > Pending Actions.
However, when an employee uploads a benefits document from Me > Benefits > Document Records, it follows the workflow configured for that document category.
The DocumentOfRecords approval workflow are configured based on the Document Category. But the same benefits document when uploaded from Pending Actions is auto approve and the one uploaded via Document Records routes to an approver.

1. Login into Cloud application with the employee self service.
2. Navigate to Me > Benefits > Pending Actions.
3. Click on any of listed actions/plans and upload a document.
The Manage Document Records workflow is triggered but auto approve and document is uploaded successfully.

4. Navigate to Me > Benefits > Document Records.
5. Click on the Add (Add From Attachment) and select any Document Type of the category "Benefits" like Marriage Certificate or Birth Certificate.
6. Attach the document and click on Submit.
The Manage Document Records workflow is triggered and it is routed to the approver configured for that approval rule.
