Why are Workflow Notifications Under Things To Finish Missing Approve and Reject Buttons (Doc ID 2900057.1)

Goal

 Under "Things to Finish" on the home page, approvals should give the option for approve or reject.   However, that area in the pop up is blank.  This started happening after the latest 22B patch.
