Symptoms
Customers are reporting issues while attempting to approve some Time Cards. Approving the Time Cards doesn't appear to be effective, so the Time Cards remain in submitted status even though there was an approved action by a manager.
Time Cards that are not approved cannot go to payroll, hence this would have a payroll impact if not corrected
