Symptoms

Even after having IDCS administrator privileges, you cannot add the application under IDCS > Oracle Cloud Services.

The Add button is disabled. How to add this app?

Requirement: Need to add "Oracle Fusion Applications Release 13" app in IDCS Admin console to enable federation between IDCS and Oracle Fusion (FA).
