Symptoms
User with VIEW_EXPENSE_PROFILES_PRIV is able to create new records in Country Expense Profile Screen
Steps To Reproduce:
1) Log into ORAAC as a Admin user and provide an user with View only access for Expense.
2) Log into MFCS as the user who has Expense View Access.
3) From Task Menu -->Foundation Data -->Expense Foundation --> Country Expense Profiles.
4) When the screen comes, even though the user only has view access, they can edit and add a new profile.
