Symptoms
Ensure that the option Default Header tax is disabled
Insert new invoice
Go to tax details and notice that the Allow Edit checkbox is disabled
STEPS

The issue can be reproduced at will with the following steps:
System Option Default Header Tax set to No
Insert new invoice and go to tax breakdown
Check that the allow edit tax checkbox is not clickable
