When Users Reject an Approval with a Comment , the Comment Is Not Visible to the Submitter (Doc ID 2901559.1)

Symptoms

The submitter can not see comment for APPROVED/REJECTED transactions.  Users expect the submitter to see the comment from the approver.

The issue can be reproduced at will with the following steps:
1.Approve or reject a transaction and add a comment.
2. Log on as the submitter of the transaction and look for the comment.
