Cost Summary and Cost Detail Reports have data exactly as expected for the Primary Currency, but when running for the Reporting Currency, the same values appear on the report instead of converted to the Reporting Currency values.

The issue can be reproduced at will with the following steps:
1. Submit the Cost Detail Report for a Reporting Currency.
2. Data will have the amounts for the Primary Currency instead of the Reporting Currency.
