Global Fusion HR: ASG Department Manager Does Not Sync to the Assignment Manager

Attempting to insert an effective dated row to update the manager, in the Department page.
Expectation is that the manager details are updated for employees in that department.
Currently, the manager field is blank and not updated after attempting to update.
This correctly happens during a New Hire process but not an update to the department manager attribute.
How can the manager of department X to the assignment manager of all assignments where Dept is X be synchronized?
Steps to reproduce
The issue can be reproduced at will with the following steps:
1. For an existing employee
2. Insert an effective dated row on Department - update the manager
3. Under Job details, see Manager Details is not populated with a manager
