Employee Is Not Able To Access My Compensation Dashboard

Symptoms
There are users who are trying to access My Compensation Dashboard reports to view all the participants but not able to see all expected data without having HR security roles.
The users already have Incentive Compensation's superuser access via "Incentive Compensation Manager" role with business unit access. This should allow them to see all data for participants in that business unit.
However, they can only see all participants in the business unit when the users are assigned to an HR security role eg. Custom HR Analyst (View All) .
