RPM Purge Job Is Not Purging Tables (Doc ID 2901824.1)

Symptoms

On : 19.3.002 version, batches, Non production

ACTUAL BEHAVIOR
---------------
RPM Purge Job is not purging any data. The batch completed successfully , but data is not deleted from tables.
Retention period is set to 1 month for Price changes and Clearances, but no data is deleted.

EXPECTED BEHAVIOR
-----------------------
Old price events should be deleted.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Created 333k clearance and 122k price change events in RPM using Induction
2. Changed the Vdate in Period table manually.
3. Run the RPM Purge Job .

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Old data is pilled up and can generate performance degradation.
