Export Legal Entities (LE) via Config Package Errors: JBO-25026 and JBO-25025 (Doc ID 2902032.1)

Goal

User is trying to export Legal Entity data from one environment, and load into another, using the import/export CSV configuration functionality. User is trying to migrate 300+ LEs via Config package and encountering the error JBO-25026.

Some Legal Entities are loading, and some are not. User has gone through the files, and there doesn't appear to be any discernable difference between the lines that have loaded, and those that are erroring.

Steps to Reproduce:

1. Navigate to Setup and Maintenance
2. Navigate to the Manage Legal Entities task
3. Select Actions, "import from CSV file", "Create New", select the file to upload, and select submit.

Error:

JBO-25026: Row oracle.jbo.Key[300000003280xxx] with XML tag LegalEntityDataVORow cannot be loaded.JBO-25027: Attribute EstablishmentData at index 88 with XML tag EstablishmentData cannot be loaded.JBO-25025
