Passport: PAN Assessment Request/Email Is Not Triggered (Doc ID 2902197.1)

In a customer zone, examples were found where the candidate's CSW step/status were expected to trigger a request for the PAN assessment (passport) service and send an email to the candidate with an invite link, however this did not happen.

It was noticed that the example candidates had the service requested previously.  The question became, was the service not triggered because these candidates already have valid assessment scores, previous incompleted requests, or something else?
