On : 11.13.22.07.0 version, Public Users

ACTUAL BEHAVIOR
---------------

Trying to make two icons be hidden for Registered Public Users. However, the two options do not exist for a Public User in Menu Configuration. We are trying to hide the Guide and Deposit Accounts for Public Users and those options are just not there. We do see them for Anonymous users though. I created the two links without issue under the Public User but when marking them to be 'Hide from public user' it does not actually hide the icons


EXPECTED BEHAVIOR
-----------------------
Public User Menu configurations should have the same options as anonymous users. Also, when adding the missing links for the Public User it should behave how you are configuring it to behave

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. As implementation user, go to Menu configuration and look for the menu options 'Guide' and Deposit Accounts'
2. See that they are missing for the Public User
3. Add the links for the two icons and mark them to be 'Hide from public user'
4. Log in as the public user and still see the icons


Changes

 Add the Custom Public User Role the the Administration Role
