Symptoms
The Run All Participants jobset is running 6+ hours in production. This process normally completes less than 15 minutes in development / test environment.
STEPS
The issue can be reproduced at will with the following steps:
Navigator > Participant Assignments > Run All Participant Processes ( request_id = 42213959 )
