ACTUAL BEHAVIOR

User is unable to submit Terms template for approval. After clicking the 'Submit' button, no action is performed.
EXPECTED BEHAVIOR

Contract should be submitted for approval upon clicking the 'Submit' button.
STEPS TO REPRODUCE
-----------------------
1. Create a new Terms Template or access an existing one
2. Submit Terms Template for approval
