Symptoms

When trying to add a particular configuration model multiple times to the quote an error is received: "Configuration data has expired or is missing. Please restart this configuration."

Setup details where this issue occurs:

- On the UI, the root model has an empty configuration page.
- The child model contains the attributes/BOM items selections on it.
- On the administration side the root model's configuration flow has no attributes on the layout.
