Budget amount incorrect on Award overview

EXPECTED BEHAVIOR

Budget amount correct on Award overview

STEPS

The issue can be reproduced at will with the following steps:
1. Manage Awards: Budget amount incorrect on Award overview , for example:
Award : P_NR  with project : P_NR has project budget $659,305.00
But the Award Overview is showing budget doubled 1,318,610.00 .

2. Manage project budget version: Cost budget: $659,305.00
