Initial Data Seeding Fails With 'ORA-04063: package body' in SIOCS 22.1.301.5 (Doc ID 2906729.1)

Symptoms

When attempting to run data seed modules in SIOCS, the process fails and the following error is seen. This happens only on an environment where MFCS and SIOCS are on shared PDB.
