RPASCE Cloud: Intermittent Issue with Logins where Some Users Experience Spinning Circle Or Blank White Page And Application Never Loads

Symptoms
Users are experiencing an intermittent issue with logins. Some users are able to login successfully while others the login goes from IDCS URL to the RPASCE URL (after entering credentials) but the application never loads. It gets stuck on a spinning circle or blank white page. This is the same experience for all browsers.
1. Opening up the browser developer tools, under the network tab, it can be seen that properties.js is both zero byte and Response header displays message "This request has no response data available".
2. Some Users are able to login and perform activities, though the performance may appear sluggish. Other users cannot login.
