Symptoms

When using the get all users REST api, the following error is returned by the API


Could not find text matching value: America/Sao Paulo.


When attempting to bulk download all users, the following error can be found in the bm.log

om.bm.xchange.services.bulkservices.BulkDownloadService.getXmlBody(BulkDownloadService.java:2509) - Could not download User with id 47399724 (possible orphan).
com.bm.xchange.db.NotFoundException: Could not retrieve value of 'time_zone' field for User with id 47399724.

Changes
