Avalara Returns Incorrect / Incomplete Tax (Doc ID 2906989.1)

Symptoms

With some billing addresses and / or certain products, Avalara API may return incorrect or incomplete tax amount. For instance, the city tax and country tax may be zero, causing the total tax is lower than legitimate amount. 

STEPS

The issue can be reproduced at will with the following steps:

1. Set up an account that uses the latest Avarala API with company code.
2. Add an items to cart
2. Go to checkout
3. Enter following shipping address:
    3015 Canal Av, Nederland, TX 77627-6611
4. Go to payment page. and open dev tool, examine the tax breakdown. Only state tax is calculated. City tax and county tax are zero.
   Note: there are city tax and county tax at above address.
