Unable to Unpublish Assets From Site In Order to Delete Site

Trying to delete a site.

STEP taken:
1) Tried unpublishing the site from the UI:
  - This completed successfully: "Site {site name} has been unpublished".
2) Tried to delete site from the UI
  - Displays error "Site cannot be deleted as its channel has published items"
  - There are ~22K assets that are published.

3) Tried to unpublish the assets using CEC toolkit command
  - cec control-content unpublish -c {site name} -s DR
  - This fails with:"ERROR: unpublish failed: Item not found: {CONT item ID}"

4) Cannot find this {CONT item ID} anywhere in the site.
